with Dr. César Serrano (United Nations Verification Mission in Colombia)

The 2016 peace agreement between the Colombian government and the FARC established one of the most comprehensive transitional justice systems worldwide. Central to this framework is the Special Jurisdiction for Peace, which addresses conflict-related crimes through restorative and participatory mechanisms. This lecture will examine how these measures function in practice and how the United Nations supports their implementation, institutional coordination, and engagement with affected communities. Dr. César Serrano, , will deliver the lecture.
Dr. César Serrano holds a PhD in Constitutional Law from the Complutense University of Madrid and has taught at universities in Spain and Mexico. He currently serves with the United Nations Verification Mission in Colombia, monitoring the implementation and compliance of restorative sentences issued by the Special Jurisdiction for Peace. Since 2017, he has held various roles in Colombia and previously served as Judicial Affairs Officer and Human Rights Officer with the UN Mission in South Sudan, as well as Protection Officer for Save the Children Spain.
